Physician salaries are supplemented with a full benefit package that includes a very generous pension plan. Shareholdership is available. The Centers for Medicare & Medicaid Services (CMS) requires that organizations like Facey provide prevention training to employees who administer or deliver Medicare benefits or services.

The Department of Managed Health Care (DMHC) created regulations designed to improve timely access to care. These regulations are imposed upon the health plans.
