Ethics Center Staff

(Rev.) John F. Tuohey, Ph.D.

(Rev.) John F. Tuohey, Ph.D., is director of Providence Center for Health Care Ethics and holds the center's endowed chair in Applied Health Care Ethics. The center is part of Providence Health & Services and is located on the campus of Providence St. Vincent Medical Center in Portland, Oregon. His role as chair includes working with the Internal Medicine and Family Practice Residency Programs for ethics education, as well as providing clinical ethics consultation in PH&S - Oregon hospitals. The Ethics Center also provides education in ethics, in cultural competency in end-of-life care, and in palliative medicine for residents, physicians and health care staff.

Dr. Tuohey led the Oregon Medical Advisory Group of the Department of Health and Human Services in its development of an ethics decision-making matrix for use in a pandemic. This matrix has been recognized by the Center for Infectious Disease and Research Policy at the University of Minnesota as a "promising practice" in pandemic planning. Its publication has led to several invitations to Dr. Tuohey, including one from the American Health Lawyers Association in 2008 in Washington, D.C., and others from the World Research Group in New York and the Department of Health and Human Services in Missouri in 2009 to assist in ethical issues in pandemic planning.

His other 2008 activities include membership on the Oregon Attorney General's Sexual Assault Task Force Board, publishing such articles as "Screening for Aneuploidy: Two Theologians Explore the Ethical Issues" with Mark Repenshek, Ph.D., in Linacre Quarterly; speaking locally at the 35th Critical Care Symposium of the Greater Portland Chapter of the American Association of Critical Care Nurses, and at the 2008 National PACE Association Conference held in Portland.

Internationally, Dr. Tuohey lectures annually in the Applied Health Care Ethics program at Imperial College in London, UK, and in 2008, he presented papers at the 4th International Conference on Clinical Ethics Consultation (ICCEC) and the 9th World Congress in Bioethics held concurrently in Rijeka, Croatia. In 2009 his manuscript, "The Role of the Decisionally Impaired Patient in Decision Making," co-authored with Dr. Jeffrey Young was accepted for publication in the Journal of Hospital Ethics. Also in 2009, he will give presentations at the 5th ICCEC and the 6th Congress of the International Society of Clinical Bioethics. In 2010, Dr. Tuohey and Providence Center for Health Care Ethics will host the 6th ICCEC in Portland.

Dr. Tuohey earned his Ph.D. from the Katholieke Universiteit Leuven in Belgium, writing his dissertation on the topic of palliative care. Detailed CV
